Workplace safety training: EU baseline, national rules

EU Framework Directive 89/391/EEC requires employers to ensure adequate safety and health training, particularly on recruitment, transfer or change of job, new work equipment and new technology. Member States implement and specify these duties nationally.

Quick answers

Does EU law require workplace-safety training?

Yes. Article 12 of Directive 89/391/EEC establishes an EU baseline for adequate safety and health training in several situations and requires adaptation to new or changed risks.

Can one EU page define all national training requirements?

No. National law determines important details such as content, repetition, authorised providers, practical instruction and documentation.

Can an online knowledge check replace practical instruction?

Not automatically. Where practical instruction, demonstrations or specific certified training are required, a digital comprehension check cannot replace them.

How to proceed

  1. 1. Check the national rules

Identify the Member State and the workplace-specific legal requirements.

  2. 2. Use risk-specific approved material

Training content should match actual work, equipment and risks.

  3. 3. Separate instruction from comprehension testing

Use the knowledge check after or alongside the actual training where appropriate.

  4. 4. Retain the right evidence

Keep the records required by national law; a Bestehia result is only an additional record.

EU baseline

  • Training is particularly relevant on recruitment, transfer or job change, new work equipment and new technology.
  • Training must be adapted to new or changed risks.
  • Training should be repeated periodically where necessary.

National law controls the details

France, the Netherlands and Italy each have their own statutory framework. Their dedicated Bestehia pages therefore use national sources rather than translating another country’s rules.

Bestehia can support training and instruction with a reviewed knowledge check and documented results. It does not replace legally required training, practical instruction, attendance or identity verification, certification, or legal advice.

Frequently asked questions

Is a multiple-choice test enough?

Not as a general rule. Whether it is useful depends on the risk and national law, and practical instruction may be mandatory.

Does Bestehia certify workplace-safety training?

No. Bestehia records a knowledge check; it does not issue a legally guaranteed safety-training certificate.

Why use a knowledge check at all?

It can help a responsible employer or trainer identify misunderstood points in already approved training material.
